Ecological footprint depends on the amount of resources we use or rather the per capita consumption. For example, the area of land we live in, the electricity we spend or the amount of food we eat and the water we drink, etc. Its 50% more in US than the average person of Europe. But overally, the footprint of all exceeds the size of the Earth. If our lifestyle needs more than one planet to survive, then we are not sustainably using the resources.
And thus, the first option is the correct one.
