a. Assume that the selection are made with replacement. Are the events independent? YES

Since the replacement will make the pool to be reformed again and as given in the question the orders are randomly selected these events are independent because choosing the first order doesn't affects the choice of the second order.

b.Assume that the selection are made without replacement. Are the events independent? NO

Since here the non replacement will not make the pool to be reformed again these events are not independent because choosing the first order affects the choice of the second order selection.
