The flow rate is the total time taken between raising a request by customer to the delivery to the customer.
Hence from the question, the flow time is (5+1+4+3+3+2+2+4)=24 minutes.
The cycle time is the total processing time after receiving any request. In this question if will be equal to the time taken from Alex's desk to George's desk

The bottleneck resource is the one that takes maximum time in the entire series process. If we consider the customer also as a part of process, then the customer is himself a bottleneck as s/he takes 5 minutes(maximum) time to file forum
However, in the process excluding the customer, Bob and George are bottleneck as they take maximum time to process (4 minutes).
