Suppose that I have a theory that traffic fatalities are worse when the roads are icy. So I think states with more snow will have more fatalities. Would the following methods of measuring the effect of sno on fatalities be sensible ?

A. I consider a model with average snow for each state (average_snow i) to a model of fatality rates as function of the beer tax, a set of dummy variables for the drinking age being 18,19,or 20, dummy variable for mandatory jail or community service if caught with a high BAC, vehicle miles per drivers for the state, the unemployment rate and state and year fixed effects.

B. I consider the same model as in part A, but I add average snow per year for each state (average_snow it) instead of average snow.

C. I consider the same model as in part A, but I add average snow per year (average_snow t) instead of average snow.

if we need to get the link between the road fatalities due to road being icy we have to collect the sample depending on many variables

the correct model for the sample will be option c as the option c used the model a with average icy road for different road which will give us the idea that how much road are affected by the icy and the death average will give the effect of the icy road.

hence option C is more correct system .
