If you add 2 and 3, you'll get the total number = 5 , If i have1 white cap and 2 black caps, the ratio is 1:2 but how many caps are there?

The answer is 3. Same idea here also.

Let P be wages+benifites. Since P/ (everything else) = 2/3 => Everything else = (3/2)P.

Then P + (3/2)P = 130k => P = (2/5) * 130k = 52k.
