Because, an independent variable can be change during an experiment to note this change in dependent variable or in other words we change or manipulate the independent variable to notice the effect on dependent variable.

We can not change dependent variable. As the name says it depends on another variable. We have to manipulate the independent variable to get the effect of it on dependent variable.
