For the data,

Median= 19.1

Min= 15.2

Max= 38

Q1=16.8

Q3= 22.8

IQR=Q3-Q1= 22.8-16.8= 6

1.5*IQR= 1.5*6= 9

Q3+9=22.8+9= 31.8

All values above 31.8 are outliers

So, outliers here are 33.1, 34.9 and 38 which are represented by states T, Q and N states
