The statement that the average cost per mile for renting a full size car is $0.62 cannot be true on all cases, because that depends upon the car we choose, that mileage it would offer, the base rent it is offered at, the ditance we travel etc. So the average cost per mile depends on these factors and as any of these changes the average changes thus the statement is not always true. But since its an average amount after a particular point on these scale how much ever these parameters changes the change in overall average cost per mile is almost neglible. So thus we can conclude that the above statement is not always true but sometimes it is.

$10/day + 15% extra fee, the total cost for 3 days is $103.47.

given total cost of renting C= $103.47 which is $10 per day for 3days plus 15% extra charge+$0.39 per mile

ie., 3*10*1.15+0.39m=C => m= (C-34.5)/0.39 = (103.47-34.5)/0.39=> m=163.81 miles
