According to the data, Histogram will be the best representation for this data, because as the age group of motorcyclist increases, the histogram can claearly shows the no. of accident decreases, means as in the young age of motorcyclist , the number of accident will be highest peak , (may be looke like right tailed ), or we can say youths are very fond of motorcycles, thats why number of accidents are hight for young age motorcyclist.
Of course it is not okay to distort data if that means falsifying data. Motives are entirely beside the point. It also is not okay to draw or imply incorrect conclusions, although we see it all the time.
