Let us first understand positively or right skewed :

A distribution is said to be positively or right skewed when the tail on the right side of the distribution is longer than the left side. In a positively skewed distribution it is common for the mean to be ‘pulled’ toward the right tail of the distribution. Although there are exceptions to this rule, generally, most of the values, including the median value, tend to be less than the mean value.

Here, mean=22.4 min > median=19 min

& Lower quartile= 9 min which represents 25% data points are less than or equal to 9 , .Upper quartile=31 min which represents 25%  points are greater than or equal to 31  .From  mean , median , first quartile & third quartile , it is clear that tail on the right side of the distribution is longer than the left side.

Thus,, the travel time distribution is positively skewed . Hence , correct answer is option C.
