Shoulder breadth of men is larger than that of women and hence, shoulder breadth of men can be considered as the most relevant parameter for determining the with of manhole cover.

Manhole covers are usually round so that it wont fall inside the manhole even if it is tilted or moved. It also fits easily in any direction and requires least amount of iron/steel.
