The alternative hypothesis is one directional  as word " decrease" is used.

NOTE: Here trick is the wordings of the question are important to determine direction of hypothesis. If question ask just only about difference in nothing else, it is two directional but if it uses words like decrease, increase or impact, it will be a directional test.

Alternative Hypothesis : Ha : p p0

The alternative hypothesis is two directional as because word "only difference " is used.
