Confidence Interval formula is P +/- zcrit*, where the margin of error, M = zcrit*
For 98% CI, zcrit = 2.33
Therefore, 2.33*sqrt[ (7/44) * ( 1 - (7/44) ) / n ] = 0.03
n = 806.98 = 807
