Null and alternate hyposthesis are:

H0: Teaching a second language from birth does not decrease an infants ability to speak the native language.

Ha: Teaching a second language from birth does decrease an infants ability to speak the native language.

Now, P[Type 1 error]= P[ Rejecting H0 when H0 is true]= P[ Teaching a second language from birth does decrease an infants ability to speak the native language given that Teaching a second language from birth does not decrease an infants ability to speak the native language]

P[Type 2 error]= P[ Rejecting H0 when Ha is true]= P[ Teaching a second language from birth does decrease an infants ability to speak the native language given that Teaching a second language from birth does decrease an infants ability to speak the native language]

Hence we can say that falsely rejecting the null hypothesis when it is in fact true (Type I error) would have no great consequences , but a Type II error (i.e., failing to reject the null hypothesis when in fact the alternate is true) would have great consequences.
