a)The potential due to 50 uC of charge at 0.5 m will be:

V = k q/r = 9 x 10^9 x 50 x 10^-6/0.5 = 9 x 10^5 V

Work done is:

W = U = q V

W = 50 x 10^-6 x 9 x 10^5 = 45 J

Hence, W = 45 J

b)This work will be equal to the potential energy of the configuration

since, there is no charge on Cecil, q1 = 0

q2 = q3 = 50 uC

U = k/r (q1q2 + q2q3 + q3q1) = 9 x 10^9/0.5(0 + 50 x 50 x 10^-12 + 0 ) = 45 J
