Reduced Cost represent how much objective function coefficient of variable should increase (for maximization objective) or reduced (for minimization objective) such that the variable is included in basis solution or optimal solution.

For minimization problem if the variable is included in optimal solution, the reduced cost value is zero. If the variable is not included the reduced cost value is non-zero. Thus, for the variable whose reduced cost value is non-zero, the cost has to be reduced by that much amount so that it is included in optimal solution.
