a) for numebr of std deviation from mean for a car which is travelling at the speed limit =(X-mean)/std deviation

=(25-28.78)/3.46= -1.09

therefore A car traveling at the speed limit is (-1.09) standard deviations from the mean.

b) for a car with speed 39 mph; z score =(X-mean)/std deviation =(39-28.78)/3.46=2.95

for a car with speed 16 mph; z score =(X-mean)/std deviation =(16-28.78)/3.46=-3.69

as distance in terms of standard deviation from mean is more for car travelling with 16 mph.

therefore a car travelling 16 mph is more unusual.
