In the United States, some scientists, sociologists, and politicians propose that the access to environmental quality is not evenly distributed across the socioeconomic classes. In 2005, when Hurricane Katrina hit the New Orleans area, this concept became the center of many conversations. Take some time and investigate the issues surrounding the poor environmental conditions during Hurricane Katrina and the days to follow. Investigate the concept of unequal access to environmental quality.
Decide if you believe that the impact of the hurricane was felt equally through all socioeconomic classes. Why or why not? If you ran the disaster program, what would you have done differently?

Sub: Disaster Management Program for Hurricane Katrina and its impact on different socioeconomic classes.
Sir,
I am informing you the effects of Hurricane Katrina which hit the New Orleans area. I am concerned regarding the impacts of this natural disaster on our social and economic developments. I felt that the hurricane did not had equal impacts throughout the province of New Orleans but the impact was felt differently based on the location of different areas depending on different geometric conditions like whether it is an urban or rural area, number of concrete structures in that area, presense of trees, etc. and because of this uneven impacts we need to handle the disaster management carefully and specialized according to different locality.
As the city of New Orleans is surronded by water on three sides i.e. North, South and East along with low elevation from the sea level and sinking coast of Louisiana's makes the city prone to natural disaster like Hurricanes. Also this city had witnessed many natural disaster before like Grand Isle Hurricane in 1909, New Orleans Hurricane in 1915, Fort Lauderdale Hurricane in 1947, Hurricane Flossy in 1956, Hurricane Betsy in 1965 and Hurricane Georges in 1998 therefore we need to immediately take preventive measure to ensure the safety of life and habitation of humans in this region.
I have done some survey and investigation which might help you solve this problem. They are as follows:
1. Since goelogist have discovered the the coast of Louisiana is sinking so there is risk engulfing the ocean into the city thereby increase in the surface area of the ocean which will lead to more formation of water vapour during daytime because of sunlight. As, we know that water vapour is a fuel for Hurricanes, so we need to take preventive measures against it.
2. Since Hurricanes are accompanied with fast blowing winds even excees 100kmph sometimes, therefore this can lead to huge devastation. Also, chances of Hurricanes approaching form the coast is more because geological location of New Orleans. Wind cutters can be erected along the coast to divert this wind or reduce its speed which will reduce danger.
3. According to numerous surveys on skyscrapers, it was revealed that the fast blowing winds in higher altitudes pose great danger to these skyscrapers. We need to have certain civil construction norms so that the buildings like One Shell Square, Energy Center and Plaza Tower that are higher than 150m must be designed aerodynamically to avoid demolition of these structures from storms accompanied by Hurricanes.
4. Today science have advanced too much and we have various metrological departments that warn people ahead of Earthquakes, Floods,etc., I want you to establish metrological departments that will survey the movements of winds in the city, keep notice of the water vapour content of air as well as the nerby coastal region so that this department can warn people ahead of the disaster at least by 24 hours so that preventive measures can be taken by the citizens individually and by the government also.
The failure of leeves and floodwalls during Katrina was on of the major cause of destruction, Also because of low elevation of certain regions, there is a risk of flooding of the city, so we must have proper drainage system to deal with this situations as soon as possible.
