15) Kirchoff's law can be used only for steady state circuits. For time varying circuits, there may be a charge uildup somewhere etc and it is invalid there. We need to analyse the circuit generally using Maxwell's equations.

Let's say we are measuring the voltage between the two sides of a resistor.If the probes have a low resistance, the current will go through the voltmeter than the circuit and it would seem to us that there is not much of a voltage drop. This should not happen. Most of the current(ideally all the current) should go through the resistor and the voltmeter should allow minimum (ideally no current) to pass through it and thus measure the voltage difference.
