Continuation of previous question. A community has 3,000 households. The City Council wants to estimate the proportion of households that would be likely to recycle if recycling bins are provided at convenient locations. The survey must be done at a low-cost and within 2 to 3 weeks time frame. There are three interviewers available to complete the survey. Each interviewer will sample about 1/3 of the total sample size determined in part 1.
There is a list of property owners available from the county assessor’s office (the list for tax purposes).
The local telephone book includes the published phone number for city and county residents.
The city has five (5) wards, or sub communities, each with about 600 households. Each ward has 7 to 9 voting precincts, where each precinct has 50 to 100 voters. The voter list (name and address) for the voting precincts in each ward is available from the county clerk’s office.
The list of individuals (name and address) receiving water & sewer bills is available from the city utility company and can be sorted by name or address.
Google Maps provides a good aerial map of the community (houses can be identified by address vs. businesses).
Using information from the text, determine a sampling technique (using any or all of the items listed) to meet the requirements of low cost and quick turnaround. Would you recommend face-to-face, telephone, mail or other type of survey? Would you recommend simple random, stratified, systematic, cluster, or some other sampling technique or combination of techniques? There is no prior information about the proportion of households that would be likely to recycle. Estimate the sample size required to estimate the proportion within 0.05. List the page number and formula number you will use to make this estimate.
Explanation / Answer
Since,the proportion of population is to be estimated for entire city and there are various kinds of households in the city i.e. some that gets water and sewer bills and some that do not, some are businesses while some are not. So, the sampling technique used should be a combination of Cluster and Random Sampling as using it, we will be able to cover all the groups of people and the results obtained will not be biased on certain sections of the society.
Major disadvantage of using other techniques is that we will not be covering all the sections of the society or all the areas where recycle bins are to be placed and hence, resulting in biasness in the response received from the survey.
For a low cost survey, face to face surveys are most suitable but for quick results, telephonic surveys are better as it gives quick responses. The three interviewers should divide the areas to be covered based on the aerial view from the google map. Then clustering should be used on the data (voter's list) obtained from the county clerk's office. This data should be clustered among addresses and businesses. Then, further classification should be done for those receiving water and sewer bills and some among those not receiving. Now, random sampling should be considered for sampling from all the 4 clusters for the purpose of survey i.e.
1. Addresses receiving bills
2. Addresses not receiving bills
3. Businesses receiving bills
4. Businesses not receiving bills.
