Explanation / Answer

Here mean is the most appropriate measure for the central tendency.

The average unemployment rate for year 1990 to 1995 for mexican origin person 10.22 i.e. (8.2+10.4+11.7+10.7+10.1)/5

Similarly average unemployement rate for year 1990 to 1995 for Puerto Rican origin person 11.84 i.e. (9.1+11.6+14.1+12.8+11.6)/5

Similarly average unemployement rate for year 1990 to 1995 for Cuba origin person is 7.82 i.e (7.2+8.1+7.9+7.8+8.1)/5

Hence based on three values we can easily see that on average basis the unemployement rate is high among Puerto Rican origins than others.

Mexican origin person are at second place and cuba is at third place among all.
