This will be a 2 tail test as we interested in whther the average time on death row is 15years or is it different from 15 years

so we calculate the t test as

t = (xbar - mu)/(sd/sqrt(n))

(17.5-15)/(6.2/sqrt(75)) = 3.492

now we calculate the p value for df = 75-1 = 74 , and t = 3.492 , from the t table
