Explanation / Answer

I believe building robust capabilities of infrastructure and coming up with a mandatory policy to safe gaurd personal information of individual is the need of the hour. These needs can be achieved by developing talent pool with focus on cyber security.

Robust capabilities are needed so that the data doesnt reach the people who might use it for wrong purposes. This will create a bigger problem to a larger population. For example if the social security data is leaked, every individuals identity itself is breached. The only solution to make sure such things dont happen is through having better infrastructutre. If the infrastructure is strong, then the need for the other points will become weak. We can overcome a larger problem by having infrastructure right.

Having stringent policy for the institutions where private informations are being stored is also necessary. If we look at facebook case, which happened very recently, all the personal data were stolen as there were no stringent policies to point that out. If we have a policy than govt can have better control over the organizations using personal data. (One should look & learn from Singapore in this particular case)
