c) Both sample data as given in the part a and b clearly evidences that the percentage of students at the school who drive to the campus is less than 70% ,hence zack shold concludes this.

as in part a out of 50 students only 27 drives to the campus which is 54% (less than 70%)

and in part b  

54% of 300 is 162 ,so 161 is less than 54%(as in part a)
