q=1-p =1-0.54 =0.46

Z/2 for 98% confidence is 2.326

Margin of error, E = Z/2 × [(p×q)/n]

                              0.03 =2.326 x(0.54*0.46)/n

                              0.03 =2.326*0.498/n

                              0.03 =1.159/n

                              n =1.159/0.03

                              n =38.64

                              n=(38.64)^2
