(a) No, pulling out and lining up several dollar bills to use for simple random sampling is not a proper random sampling method. As it is limited in certain aspect and the numbers on dollar bills are not random all the time.

(b) Telephone numbers on the directory are mostly random as they are written as per the surname of the owner of telephone but the phone number certainly start with a code or a specific digit. There are certain limitations to provide phone numbers of specific numbers. Sometimes, number 12-13 are avoided in the end. So, a SRS can't be properly random when we use telephone directory.
