Explanation / Answer

The chief resident has misinterpreted the data presented about the age groups present in car accidents. The data simply categorises 82 patients brought into the emergency room due to car accidents according to their age. It's not that because the frequency is highest for over 62 and 6-14 year olds, that they're the most prone to accidents. It might even be because their bodies are fragile and thus when an accident occurs, they get severely affected. The same injuries they suffer might not be that injurios to say a 25 or 30 year old man. Thus, the chief resident has assumed that all the patients have the same body resistance and body strength which is a weak one and has thus led to an incorrect conclusion of the data.
