(a) The point of the experiment is for teachers to come to school. What makes them come to school though? That is the question. Is it the money? Is it the joy of teaching? Is the the lack of a better option? It could be any of them or it could be none of them too. Thus, in the given scenario, the assumption has been made that better pay would incentivize the teachers to come to school. This may work as a good solution but certainly does not guarantee anything.

Also, comparing this year's attendance with last year may although seem like a likely option. But we have no idea what the difference may have been between last year and this year. Maybe the management changed for the worse which is why the teachers stopped coming or the children were getting too much to bear for the few teachers there. To compare the attendance, we need to ensure that there was no significant change between this year and last year. And yes, although this might work for some schools, the same solution working for all 120 schools is quite unlikely.

(b) Although 120 is a big number, they do have very few teachers. It would be good to conduct a questionnaire first as to why the teachers aren't coming from 3-4 options. Any answer above 70% - 80% would be confirmed as the top priority. This would ensure what the reason really is and we can proceed from there. Now, the job of taking the photo is dependent on the students. So we could see which student has the best attendance record as he needs to be there to do it in the first place.
