Caveat: I completely disagree with the condition in the question that the final three points are not important. The final three are the means to achieve the goals listed above. Therefore, I will formulate a response based on economic liabilities and no other aspect.

(Answer) Considering the constant deterioration of the environment, greenhouse gasses, carbon footprints by the large and unevenly distributed population of the planet along with depleting resources, environmental issues currently are a high priority problem. Therefore, they need to be addressed with immediacy and care. ‘Responsible consumption and production’, ‘Industry innovation and infrastructure’ and ‘Partnership for the goals’ are issues that would require global leaders to analyse and assign the contribution that their own countries would be able to provide for a common goal. Furthermore, Production and innovation would need a credible amount of investments in research and development. Partnerships for goals would require certain “enemy” nations that have a “proximity” advantage to overcome their differences and work together to address issues like reduction, comparative costing and other environmental issues. In doing so, nations would have to come to a consensus would take ages of diplomacy and financial agreements. Since these are issues of immediate importance, it would be impractical to wait for nations to achieve a certain amity to work together.

Therefore, it would be economically lucrative for nations to address the issues individually that are on the top of the list before tackling the issues at the bottom of the list.
