Explanation / Answer

In Brown v. Board of Education (1954), it was recognised that the segregation of educational facilities violated equal educational opportunities for individuals, with the court noting that “Separate educational facilities are inherently unequal.” The Brown decision laid the foundation a growing understanding and acceptance that all individuals, including those with physical and mental disabilities, have a right to a public education and should be integrated into the mainstream society. The ruling eventually lead to the 1975 federal law (now called the Individuals with Disabilities Education Act) requiring access to a free appropriate public education for all children with disabilities.
