Question
Castle's Family Restaurant has eight restaurants in the northern California area with approximately 300-340 employees. Most of the employees are part time, with approximately 40% of them full time. The operations manager, Jay Morgan, also acts as the HR manager and travels to each location each week to take care of scheduling, recruiting, hiring, and answering questions for the employees as needed. He also takes care of payroll using an Excel spreadsheet and has a computer application to print payroll checks. Mr. Morgan approaches you, an HR consultant, for a proposal. Due to the increase in gasoline costs, he would like to greatly reduce his travel time for visiting each location each week and wonders if there is anything you can suggest to him to help him complete his HR tasks in a cost-effective manner. He hopes there is some way he can do part of his HR tasks from his office instead of traveling to each location.

Explanation / Answer
The HR issues that Castle's Family restaurant experiences are quite a few like:
1. Lack of proper HR team
2. Lack of proper planning regarding the HR operations
3. Lack of recruiting infrastructure
4. Lack of acceptance of technology
I believe that these HR function is required for the restaurant in order to be more effective and profitable while doing business because the world of business has changed a lot and organizations need to be flexible, adapting and possess a proper plan for executing business operations. The organizations need to plan as per the business needs and requirements which will make the process more effective. In this case the lack of a proper and dedicated HR unit is the primary concern for the organization and that is the reason Jay Morgan who is also an operations manager also plays the role of a HR manager which is not at all expected and is not feasible in today's organizational aspect. I believe that the organization should possess a proper and dedicated Hr. team who will be responsible in hiring, recruiting, scheduling and also will take care of the pay roll of the employees. The team will possess a point of contact in each of the restaurants in order to and were the questions of the employees and act as an employee advocate and also a strategic partner. This will increase employee satisfaction and also reduce the cost of travelling because they can recruit people themselves. HR is an important aspect of an organization and importance needs to be given to this as the role of HR has transformed from what it was few years back and today they play the role of a strategic partner too, helping and suggesting ideas for the business.
