From a humanitarian perspective, it is an onus upon every human in the planet to help is the assistantance of provision of necessities. But, if we are to talk from a Nation state perspective, then it the responsibility of the nation state itself to provide for its people and needs.

Due to the concept of balance of power and security dilemma, it is sad to see that nations are equipping themselves with things that they believe will saavegaurd them from potential external threats, but they are conveniently overlooking the well being of the people involved, who are vital component of their given society.

Northern Korea follows the dependency thelry to a certain extent by having raw materials imported from the peripheral poor countries to support its needs. From looking at the modernization theory that is basically a tool of adaptation for nation states, is one that defines why South Korea has been a success and North Korea has experienced repetitive failure, as it fails to break through its traditionalist outlooks and adapt a more holistic and modern approach.
