I need help with answering thia question: if the law does not adequately apply to all potential victims, why do you think policy makers have not re-written this bill to be more inclusive? What cultural ideologies or values shape the way this bill was originally designed? For example, does the cultural emphasis on "family" influence such framing?

Well, as I think about it being called the boyfriend loophole. I don’t believe that the policy affect all women because every woman doesn’t have a “boyfriend”. You do not necessarily have to be in a relationship to be in a domestic violence situation. It can be a casual encounter, or something undefined. I believe there must be gun control over every aspect. People with mental health issues should not have weapons or access to them...harder said than done, but these are just my own thoughts.
Explanation / Answer
When the these laws were originally designed the system that prevailed during those times were the dominance of white and a patriarchial society. Though these cultural system gave importance to family. Thus, the laws that were made during those times excluded the marginalized and served the interest of the dominant.Hence, these policies didn't not apply equally to all women especially to the women of color, who were excluded from these laws due the socio-cultural trends of those times. The laws regarding keeping arms and weapons were formed keeping in view the threat from natives and British during those times. Hence, the laws needs to reframed and be more inclusive keeping in view the current socio-cultural environment and to be applied equally on all.
