Pending on the low of that market, there may in fact be a large population who loose their savings/ investments. From a utilitarian stance, taking a tuff luck approach may not yield more good. A portfolio composed of a high percentage of bond investments does not necessarily ensure financial stability or independence in later years. Those investing in such could also find themselves holding worthless bonds, granted historically they are lower risk, but economic effectors can vary greatly and nothing is guaranteed. I appreciate the motivational requirement your suggesting, but feel it would leave so many exposed to the unpredictability of economic turmoil.

Is there anyway to offer aid to those who have proven through their actions that they have contributed to society and merely fell into misfortune?

Should the younger ages be expected to contribute in exchange for their coverage?

Explanation / Answer

One of the major responsibilities of any government is to ensure the wellbeing of its citizens. So, providing affordable or bare minimum healthcare to all the citizens in the country should be the ultimate goal of any government. Given the present situation of frequency of disease and the amount that has to be spent on the treatment, normal people won’t be able to afford it. This would leave them vulnerable and some even die. Government cannot expect everyone to pay for their treatment because there is a huge wealth disparity which only the government can take care of. So, providing a health insurance that would cover all the physical and psychological medical treatment is the need of the hour.
