EPA is the term used for Environmental Protection Agency. Under FIFRA section 17(a), it is mentioned that The Federal Insecticide, Fungicide, and Rodenticide Act governs the import of pesticides and devices into, and the export of pesticides and devices from, the United States.
Now in the above-highlighted text, it says that EPA failed to comply with the section 17(a) whose basic work was to inform or notify the government about the import of hazardous pesticides into that country. Even the EPA could not come up with the requirements of notifying all those countries who were importing this unregistered pesticide.
