Answer- Augustine said in the city of gods that the people of rome who are no more were not the citizens of rome .They were the people of the heavenly city of jerusalem. Augustine claimed that rome had been influenced both by god and devils. Lust for material wealthy life and voilence were rooted in impulse and had made rome wicked.
