From the psychological perspective, the time out technique of adjourning the discussion and recommencing it later can be done with clear mentioning of the reason (dominance of a few and not letting others speak) which is necessary for cognitive focus to the problem. But from the practical side these all are bound by whether time availability is there for adjournment , whether people are ready to participate at a later time etc . It is important to ensure that everyone has freedom of opinion. Equally important to ensure that the views are heard and a lively discussion is happening is to make sure that no one is tactically hindered.
