You are in Las Vegas in summer and you see a dog tied to a fence with no access to shade. As the dog is obviously having problems with the heat, what would be the fastest means of cooling the dog’s internal temperature?

My first instinct was D because surface area is so important in cooling processes, however the fur also insulates AGAINST the outside heat, so D was incorrect. My next guess would be A or C, because A would cool the dog the most quickly and stop it from panting more quickly as well, and C would give extended relief from the direct sun. However the water is bound to get hot at some point, and the dog cannot sweat, so the fan won't do as much good without the dog first being wet...help! Thank you in advance!

I think the most appropriate option will be C. Because, though dogs can not sweat, but they pant while hot. During panting their mouth remain open and tongue hang out. Moving air will help in rapid heat transfer and evaporation from the mouth. They sweat through uncovered areas of their body like nose, ear and paw pads. These areas wiil be cooled rapidly in moving air. Moreover, the warm air trapped between the hairs of coat will also be displaced by cooler air.
