At rest, the K ions are more inside and Na ions are more outside. the membrane potential is due to the leakage of the K ions outside the cells. As the action potential reaches, the Na+ rushes inside and K+ outside which reverses the polarity. If already the K+ is more outside it will be easier to generate an action potential.
