The normal way of filing taxes in Italy is to put in a very low number, which starts a protracted series of negotiations, eventually ending up with a higher number being paid. This new bank did not follow this and the Italian authorities assumed it was stated in the normal understated fashion.

Universal Moral code refers to the set of principles followed by everyone globally in their everyday life. They include the basic principles of the way we should live and treat others around us. To approach doing business in a place where the moral codes differ, the company should go through and understand the moral codes of the place well and be fully committed to follow them. The country has been following the code for long time and the people staying there are comfortable in applying them. The new company has to set their business and expand it amonst the residents. Hence it will come under their ethical values that they follow the moral codes of the country be it according to their norms or not. Expanding their business in the new country is their choice, and if they have chosen this country for the expansion, they becomes liable to follow the code of conduct that the country follows. It will come under their ethical princles to do so and the country can take the matter legally if they fail to do so.
