In the first century BC, Rome was a republic. Power lay in the hands of the Senate, elected by Roman citizens. At this time, the aristocracy dominated and the plebeians, had virtually no say in the government. The Senates were constantly fighting for power among themselves. Furthermore, the early Roman Republic often found itself in a state of constant warfare with its surrounding neighbors. Under all these circumstances, the Roman republic experienced anarchy and decline. However, in 31 BC Augustus became Rome's first emperor and was able to wrestle the state out of chaos. In this sense, the history of Rome can be considered a political evolution.
