Chapter 3 Civil service permits for a sheriffto keep their job whenever a city official is legally arrested, it allows for there to be no need to reapply whenever there is a change in city administration promotional exams minimize favoritism occurring giving the better qualified candidate the job. Some of the more negative aspects are that only cities with a population of 100,000 or more are enforced to have civil service leaving smaller cities without these rules. State police not having civil service enacted also leaves less uniformity amongst the state. Collective bargaining is good because it allows for the state of Texas to create associations that can be affliated with labor unions, it also lets cities be in a better financial standpoint to afford arbitration. A negative aspect is that the cost of arbitration must be split between the police officers and the city, another is that the process of local referendum is a slow one not allowing for many cities to have collective bargaining.

RESPONSE TO DISCUSSION A: I agree with your post. Promotion exams most effectively filter out the most deserving candidate. The states lose their uniformity as civil service isn't there all over but in states with population over 1,00,000.
RESPONSE TO DISCUSSION B: I agree with your post. Setting up a department standardizes the system. Referendums are quite a slow process thus evidently being a negatiev aspect. The system isn't financially supporting.
