I agree with this claim that our biology controls our psychology as this can be confirmed by twin studies as well. Our genes control the expression of chemicals in our body such as hormones which in turn control our behavior. Thus psychology has its basis in both the electrical (nervous transmission) and chemical (hormonal) control of our behavior. Thus biology is the foundation of psychology.
