This is because infants start speaking at age 2 but they can only pronounce small words and mostly out of imitation from their peers. at about age 0f 3-4 they wil be able to connect letters with words to show some comprehension and abouth the ages of 5-7 they learn about numbers. So it is hard for scientists to pin point the use of numbers since the infant is just trying to gain an understanding of their current state of awareness and trying to string together words to answer, and it is difficult to put variables on what a child is feeling and thus keeping an ojective attitude has its difficulties, but that doesn't mean we aren't trying.
