1) Section of brain that makes dopamine - Prefrontal cortex
2) The limbic system includes all ( amygdala , nucleus accumbens , ventral striatum ) except Ventral tegmental area [VTA]. Though VTA is a dopaminergic neuronal structure and located in the midbrain , it is not included in limbic system . On the other hand , Striatum consists of 2 parts namely ventral and dorsal . Ventral striatum is a part of limbic system , so VTA is the better choice available .
