Explanation / Answer

a) The patients in the first time period arrive at 4.7 patients per hour while the desired rate is 4 patients per hour. This would lead to a long queue and increased visit time for the patient visit. This would lead to dissatisfaction among patients due to long wait time. The second problem is that in the second time period arrival rate is 1.2 only hence the utilization of staff (25%) during this period is very less.

b) Demand Side - Modify patient behavior

Supply Side - Modify Clinic Behavior

In short-term I would suggest modifying patient visit hours as it would be cheaper than building a mobile application or managing shifts by hiring new doctors. However, a long-term solution would be to take technology help like applications to better manage the facility and manage shifts to serve patients at their desired time.
