Yes, leadership behaviors are marked by a combination of environment or situation and one's inherent biological makeup. If you consider past leaders, you can probably see all kinds of them, some who were born to lead and some who just inspired their followers because of their actions, which were appropriate at the point of time. If you consider the likes of martin Luther King, Nelson Mandela, Mahatma Gandhi etc. these are leaders who forged their way into leadership through their actions, which were appropriate at the points of South African and Indian independence or the situations in US regarding civil rights. Their actions may not work in the current scenario when US is much more open to other class of peoples and South Africa/India aren't struggling for independance.

On the other hand, someone like Steve Jobs would inspire people in pretty much every generation. He would, regardless of the era, find a way to great things. And therefore can be termed as a born leader.

When it comes to example, Donald Trump and Kim Jong un are perfect examples of leadership characteristics manifesting negatively. Both are pretty destructive in nature (Kim Jong particularly) and you can never expect what is coming from them.

I think people who have carved their own destiny and have suffered adversity are probably the best people to lead and assist others in moving past adverse situations. The person who has gone through it all can share his experiences which can make others able to withstand the tide better.
