How to determine when a percentage of records has been completed

I have a list of months it took to complete different audit types (column A) and I have the audit types across columns B7 through G7. In cells B8:G22, I have a countifs formula in each of the cells extracting the results from the Data worksheet based on the criteria in cell A1, cells in A8:A22, and values in B7:G7.

I need to find a way for the users to know the month, a percentage of audits were completed (users selects percentage in cell A4) for each type. I would like to extract the month number the percentage goal was reached (adding the results in row 6 above each types) from column A if the percentage of records equals the percentage keyed by the users in cell A4.

Also, is there a way for the user to view overall inventory by type, if they do not choose a region (user selects region in cell A1)?

In cell B6 of Results sheet, enter this array formula (Ctrl+Shift+Enter) and copy to the right
