Having some issues with conditional formating

I have these 2 conditional formats set up

=AND(O2<TODAY(),OFFSET(O2,0,1)="P")

=AND(O2<>"",OFFSET(O2,0,1)="N")

These applies to columns $O:$T where columns O, Q and S have date values and columns P, R and T have either an "A", "N" or "P". The format is being applied to columns O, Q and S. My problem is that the format is being applied even when the value is not a "P". And in the other case, when the value is not a "N"

What could be casing this?

ASince, you are applying CF on entire columns, hence in your formula, 2 needs to be changed to 1..Hence, your formulas would become -^#%&

=AND(O1<TODAY(),OFFSET(O1,0,1)="P")
=AND(O1<>"",OFFSET(O1,0,1)="N")
