Answer: B is 1.125 times faster than A.

b. Is it really possible for ISA to affect the instruction count so dramatically? If so, how?

Yes, that totally depends on Instruction set architecture. It depends on whether the ISA is I-type or R-type.

and that depends on instruction format of particular ISA.
